Cold call: A cold call is calling a raise when you have not yet put any chips into the pot voluntarily on that betting round.

Cold calling is common from the button and the blinds, but it can be risky from earlier seats because players behind can squeeze. Many solid players prefer to 3-bet or fold rather than cold call out of position. Calling a 3-bet after you opened is just a call, not a cold call.
Example: The hijack raises to 2.5 big blinds and you call on the button with 9♥ 9♣. That is a cold call.
