A GTO strategy does not try to read opponents. It mixes value bets and bluffs in balanced proportions so that no counter-strategy can beat it. Solver software approximates GTO for specific spots. In practice it is a solid baseline, and good players move away from it to exploit clear mistakes.
Example: When you bet the size of the pot on the river, a balanced range contains about one bluff for every two value bets.
