Before the flop, a min-raise is a raise to two big blinds. When facing a single bet, a min-raise doubles it. Min-raises are common in tournaments where stacks are shallow, but in cash games they often give opponents a very good price to call. Some players also use them as a cheap way to build the pot with strong hands.
Example: Blinds are 1/2, so a preflop min-raise is to 4. If someone bets 10 on the flop, the smallest raise is to 20.
