On dry boards, whoever has the best hand on the flop is likely to keep it. The preflop raiser often has a range advantage, so small, frequent continuation bets work well. Bluffs and thin value bets are easier because few turn cards change much. The caller’s range on a dry board is often weak pairs or nothing, so they fold often.
Example: K♠ 7♦ 2♣ is a classic dry flop, with no flush draw and almost no straight draws.
